WINTER IS COMING

If a friendly unit plays Winter Is Coming, can the defender use Orders or Tactics cards with the trigger "When this unit is Successfully Charged"?​

The Active Player may declare Orders and Tactics cards first. See Simultaneous Actions, page 21.

Follow up: So… does “Winter Is Coming” block Set for charge?​

Winter is Coming blocks the resolution of Set for Charge when the WIC player is Active, the effects of the Active Player resolves first. Note that declaring Targets and Targeting/Resolving effects are not the same instance.
